Leverage TRI’s expertise in managing Public Assistance, Individual Assistance, Hazard Mitigation Grant Programs (HMGP), and Community Block Disaster Grants (CBDG) to review damage scopes and maximize reimbursement under FEMA or HUD-funded projects. We ensure all activities meet local, state, and federal guidelines, conducting thorough reviews to comply with FEMA’s strict requirements and quickly address discrepancies.

The TRI Team:

  • Provides expert technical assistance to manage FEMA Public Assistance (PA) processes, supporting establishing a dedicated disaster recovery team, offering strategic guidance, and ensuring compliance with FEMA's eligibility criteria for facilities, work, and costs.

  • Actively participates in meetings with state, local, and federal agencies, attending applicant briefings, kick-off meetings, and project-specific discussions to align strategies with regulatory requirements.

  • Categorizes and prioritizes emergency and permanent work per FEMA’s guidelines, focusing on urgent infrastructure restoration and balancing federal and insurance funding gaps.

  • Reviews records of emergency expenses, including Force Account Labor (FAL) and Force Account Equipment (FAE), to ensure alignment with FEMA eligibility criteria. This includes verifying documentation accuracy and procurement compliance, with justifications for Sole Source or Exigency procurement as needed.

  • Systematically tracks and files costs using approved forms, ensuring all labor, equipment, and material expenses are properly documented for financial reimbursement.

  • Supports all departments in organizing reimbursable expenses through meticulous documentation management to ensure compliance with FEMA reimbursement guidelines.
