Joseph Threat brings over four decades of distinguished expertise in crisis management, security training, and emergency operations across military and civilian sectors. Beginning his career in the United States Marine Corps in 1968, Mr. Threat served multiple tours in Vietnam, accumulating over 26 years of service and retiring as Marine Forces Reserve NBC Defense Officer, Antiterrorism/Force Protection Officer, and Disaster Preparedness Officer. His military accolades include the Meritorious Service Medal, Navy Commendation Medal with Combat "V" for Valor, and others recognizing his leadership and bravery.
Transitioning to civilian life, Mr. Threat assumed the role of Chief Executive Officer at Innovative Logistic Support Services (ILSS), where he spearheaded its growth into a multi-million-dollar business. Following this, he founded "Threat Defense," his consulting firm, providing strategic guidance until 2018. Notably, Mr. Threat served as Executive Director for FEMA's Louisiana Recovery Office, overseeing $37 billion in recovery funding post-Hurricanes Katrina, Rita, and other major disasters.
Currently serving as Chief Resilience Officer and Deputy Chief Administrative Officer for Infrastructure in the City of New Orleans, Mr. Threat plays a pivotal role in managing operations, emergency response, and capital projects. He has navigated numerous crises, including the Hard Rock Hotel collapse, the COVID-19 pandemic, and multiple hurricanes, demonstrating his steadfast leadership and commitment to public service. Mr. Threat holds a Bachelor of Science in Finance with a Minor in Banking, complemented by a Global Master of International Finance, and has completed advanced training in public procurement through the Bloomberg Harvard Kennedy Government Performance Lab.
Andrea Davis, CEM, CBCP

Andrea Davis is a recognized expert in the field of emergency management who has dedicated her career to bridging the silos between the public and private sectors to create a united approach when it comes to disaster risk reduction.
Ms. Davis has held leadership roles with NGOs (The American Red Cross, Save the Children US), the US Federal Government (FEMA, The Federal Reserve) and for Fortune 500 Companies (Walmart, Disney). With each role, Ms. Davis used her influence to lead global initiatives focused on the importance of making risk informed determinations and engaging all members of the community in the decision-making process. Currently, Ms. Davis is the President and CEO of a Women Owned Small Business (WOSB), The Resiliency Initiative (TRI). Ms. Davis founded TRI out of a passion to serve the whole community before, during, and after an emergency.
Ms. Davis is a decorated leader. She was selected as a top 10 inspiring 2022 CEO by CIOViews Magazine, voted in as the inaugural Emergency Manager of the Year by the International Association of Emergency Managers in 2018 and was inducted into the Women's Hall of Fame for Emergency Management in 2013.

During Ms. Davis’ tenure with FEMA’s Louisiana Hurricane Katrina Recovery Office, Ms. Davis oversaw all media, intergovernmental and congressional activities for one of the U.S.’ largest disaster recovery efforts, with a total recovery portfolio of over $25 billion. In her short tenure, she helped restore FEMA's brand. Ms. Davis and her team created an innovative outreach campaign to regain the public’s trust. Their grassroots approach was credited with transforming the public’s perception of FEMA; culminating with over 300 groundbreaking/ribbon cutting ceremonies and the media coining a new acronym- TGFF: Thank God for FEMA.
While in the private-sector, Ms. Davis led enterprise-wide crisis management departments for multi-national, Fortune 500 companies. Her departments were responsible for developing and implementing culturally relevant emergency management and business continuity trainings, creating mass notification platforms, leading crisis and family assistance operations, and spear-heading employee preparedness initiatives across the globe.
Ms. Davis’ passion is volunteer service. She is currently serving as the Board Chair for the California Resiliency Alliance and the Northwest Arkansas Chapter of the American Red Cross. She is an advisory board member for the Institute for Diversity and Inclusion in Emergency Management (I-DIEM) and the Dr. Lucy Jones Foundation. Previously, she served as Board Chair for the Los Angeles Region, American Red Cross and was a national Corporate Board Member for Save the Children US.
Lorraine Schneider, CEM

Lorraine Schneider is a Certified Emergency Manager (CEM) who currently serves as the Chief Operating Officer of The Resiliency Initiative, a crisis and risk mitigation consulting firm dedicated to empowering communities and organizations to become self-reliant. Previously, Ms. Schneider developed groundbreaking training, exercise, and preparedness programs serving The Walt Disney Company, the University of California, Los Angeles (UCLA), as well as local jurisdictions and nonprofits. Guided by her quest for a more inclusive and innovative field of practice, she founded the Emergency Management Growth Initiative (EMGI) in 2020 in an effort to make the emergency management profession both more visible and accessible.
Ms. Schneider is Chairwoman of the Board for Project:Camp and previously served as an Inaugural Board Member for California Women in Homeland Security. She graduated with a Master of Science in International Strategy and Diplomacy from the London School of Economics and Political Science (LSE) and has received a Certificate degree in Emergency Management & Homeland Security from UCLA Extension along with a Bachelor of Arts degree in North American Studies from the Freie Universität Berlin. After growing up in Europe, Ms. Schneider spent 10 years in Los Angeles, CA, before relocating to Brooklyn, NY.
J. Michael “Mike” Davis, Esq.

Mike Davis served 28 years in the US Navy Reserves, retiring as a Commander. For his last tour of duty, Mr. Davis was stationed in Bahrain serving as Assistant Chief of Staff for the U.S. Naval Forces Central Command’s 5th Fleet. In addition to his Naval service, Mr. Davis has been a career attorney serving as senior staff counsel for the State of California, Department of Corrections and as an Administrative Law Judge for the State of California.
In 2021, Mr. Davis launched a Navy JROTC program in Northwest Arkansas teaching five classes a day at two separate high schools with over 120 cadets enrolled in the program.
Dawn Wheeler

Dawn Wheeler has over 20 years of experience as a finance, healthcare, and crisis management administrative professional. For the past 16 years, Ms. Wheeler was part of the Walt Disney Company’s medical and crisis management departments where she was instrumental in launching global crisis management symposiums, resiliency academies, and several other risk and crisis training programs.
Ms. Wheeler enjoys music and traveling. She splits her time between St. Vincent, West Indies, and Brooklyn, NY where she lives with her husband and two children.
Clinton Preston

Clinton is an experienced business continuity, emergency management, security, and compliance leader, holding multiple leadership positions across these disciplines at Walmart. While serving as the Director of Business Continuity and Preparedness, he led efforts to overhaul the business continuity program, developing a global policy with a globally consistent program and implementing the program across all international retail markets and sourcing operations.
Clinton supported Walmart's emergency response to multiple man-made and natural disasters. He was deployed to represent Walmart in the state Emergency Operation Centers in Florida and North Carolina during hurricane response and recovery. These deployments allowed him to work directly with local government officials, non-profit organizations, and other businesses to speed up the delivery of critical resources to those most impacted by disasters.
Clinton has a passion for outdoor sports and is a certified coach for the National Interscholastic Cycling Associates. He currently coaches two junior high school mountain bike teams where he teaches fundamental skills and mentors several kids on sportsmanship and the values of fun, inclusivity, equity, respect, and community.
Faith Newton, CEM, MBCP, NEMEA

Faith Newton has been in the emergency management profession for over ten years. She is passionate about emergency management and crisis leadership because she views her ultimate mission is to provide people hope in the midst of chaos and devastation. Ms. Newton’s ability to think critically and her exceptional organizational skills allows her to "put chaos back in its box".
Prior to joining TRI, Ms. Newton served as the Director of Preparedness and Public Private Partnerships for the Walmart Corporation. Ms. Newton developed and executed annual deployment training so Walmart associates could deploy onsite to Local, State, and Federal emergency operation centers in support of disaster response. She coordinated and implemented the enterprise business continuity program including program implementation, training, and exercise to 40 coordinators and over 400 business continuity plans; and she led the senior executive leadership crisis planning and exercise program; creating and facilitating annual Executive Council exercises, maintenance of quarterly preparedness material and plan development.
Furthermore, Ms. Newton collaborated with the United Nations to provide strategic direction on resiliency projects through the R!SE initiative to create global resiliency through the public and private sectors. Additionally, Ms. Newton created the Northwest Arkansas Preparedness Group for business, emergency services, and hospitals to discuss public health threat preparedness, community resiliency, and disaster response collaboration.
Ms. Newton is a graduate of Arkansas Tech University in Russellville, AR with a Master's of Science in Emergency Management and Homeland Security, a Bachelor's of Science in Emergency Administration Management, and a minor in Criminal Justice.

Lorianne (Lori) Bundick has worked in emergency management for over five years in both the public and private sectors. She first became interested in the field while taking a CERT course. Her interest continued to grow when she had the opportunity to take some emergency management courses through UCLA Extension, where she discovered the field blended her interest in promoting personal and public safety and preparedness. Not long after, she joined the Office of Emergency Management (OEM) at UCLA.
At UCLA’s OEM, she facilitated various emergency preparedness trainings, updated emergency plans, and responded to events affecting UCLA’s campus, ranging from fires, demonstrations, and COVID. She has also spent time at a consulting firm, assisting a wide range of clients with their emergency management and/or business continuity concerns and needs.

Captain Brown has been a public servant for over 25 years; joining the San Francisco Fire Department in 1997. In 2005, Captain Brown took over leadership of San Francisco’s Neighborhood Emergency Response Team (NERT) program. The NERT program is an instructor led, hands-on training focused on disaster preparedness and emergency response. San Francisco Firefighters teach the program to residents around the City and County of San Francisco. Due to Captain Brown’s leadership, the NERT program was recently awarded the Federal Emergency Management Agency’s (FEMA) Individual and Community Preparedness Award for its whole community approach to engaging residents through training.

Shannon Anastosopolos has spent his entire professional career in the emergency grant management industry. Shannon experienced first-hand the results of a major catastrophe when, in 2011, an EF-5 tornado devastated his hometown of Joplin, MO. This tragedy sparked inspiration when he accepted a position with Deloitte that enabled him to support the City in managing its disaster recovery efforts, funded by a $168 million HUD CDBG-DR Grant.
Fueled by his newfound passion for public service, Shannon co-founded Viriya, a management consulting firm specializing in emergency management. Over the next several years, Viriya expanded its national footprint, providing emergency grant management support to local entities and state agencies nationwide. Eileen Connors believes that if we teach people how to take care of themselves during an emergency, they will, freeing first responders to deliver critical care. Dr. Kelly E. Garrett serves as the Director of the Emergency Management Professionals Program at the Emergency Management Institute (EMI) in Emmitsburg, MD. In his role at EMI, Dr. Garrett is responsible for leading a staff charged with curriculum oversight, course instruction, and coordination of course deliveriesbetween the Basic, Advanced, and Executive Academies, programs which matriculate more than 4,000 students annually.

A retired U. S. Army Reserve officer, Colonel Garrett served on the Headquarters, Department of the Army Staff in the Pentagon; as an Adjunct Professor at the U.S. Army Command and Staff College; the Assistant Director of Operations, U.S. Army Heritage and Education Center; and as a Faculty Instructor in the Department of Distance Education at the Army War College. Robert is a retired FBI Special Agent who served as the FBI’s Chief Inspector and as the Special Agent in Charge of the Chicago Field Office, leading over 1,000 people. In that role, his field office was the highest performing division in the FBI and identified and mitigated risks associated with national security cyber espionage focused on Fortune 500 companies, international terrorism operations targeted against both U.S. and Foreign enterprises, as well as substantial financial, organized and public corruption enterprises, including the investigation and conviction of two Illinois Governors. He was a member of the U.S. Government, Senior Executive Service (SES) and received the Presidential Meritorious Service Award for his leadership and innovation as Chief Inspector of the FBI and his leadership of the Chicago Field Office.
After retirement from public service, Robert served as a Corporate Vice President of the Walt Disney Company, helping organize, train and develop security strategies for workplace violence prevention, cyberattack response and mitigation, operational security at media and entertainment venues and business continuity planning and response. Robert has served as the Chief Security Officer of Highfields Capital Management, a Boston, Massachusetts financial services firm devoted to the global financial investments of private investors, large academic institutions, endowments and other large, not-for-profit, enterprises.
He currently serves as the Director of Global Security Services as the chief security officer of Hollister, Incorporated, a multibillion-dollar, global, medical supply company located in Libertyville, Illinois.

As a dedicated advocate for inclusive emergency management and community resilience, Brianna Lentz serves as the Disaster Readiness and Response Manager at Imagine Water Works, where she leads proactive strategies to mitigate disaster risks and enhance resilience in New Orleans. With a background rooted in accessibility and inclusion, she has contributed significantly to the field, previously holding roles such as Access and Inclusion Specialist at The Resiliency Initiative and Disability Integration Officer at the New Orleans Health Department.
Ms. Lentz’s expertise in emergency response has been honed through hands-on experience in major disaster events, including the California Camp Fire and Hurricanes Michael, Ida, and Ian. As a Certified Emergency Manager and ADA Coordinator, she has been recognized for her contributions by the International Association of Emergency Managers, receiving their esteemed 40 Under 40 award, as well as the President's Volunteer Service Award for her commitment to community service.
Ms. Lentz earned a Master of Science in Disaster Resiliency Leadership in 2022, focusing on equitable disaster recovery practices. Her dedication to advancing knowledge in the field is reflected in her publication, "Barriers to Equitable Disaster Recovery: A Literature Review," aimed at fostering discourse on inclusive disaster recovery strategies.

Sonny S. Patel, MPH, MPhil, is an award-winning researcher and a former National Institutes of Health Fogarty Global Health Scholar. He is a Presidential Fellow in Transcultural Conflict Violence Initiative at Georgia State University and a Visiting Scientist at Harvard Humanitarian Initiative, Harvard TH Chan School of Public Health. He has received his Bachelors from University of California, Berkeley, his Masters from University of Southern California (Public Health and Global Health Leadership) and King’s College London (Psychological Medicine). Sonny serves as a Public Health and Global Health Executive on advisory committees and board of directors of organizations creating positive social and community impacts and is an active member in FEMA's Service-Learning and Leadership in Emergency Management Special Interest Group. Joseph Paz is a career emergency manager and first responder. Mr. Paz served nearly twenty years as a paramedic lieutenant for the City of New York’s EMS and Fire Departments. Mr. Paz and his battalion were on the scene responding to 9/11 and supported NYC with its recovery efforts. Following 9/11, Mr. Paz was part of NYC’s Office of Emergency Management (OEM) leadership team as the Director of the Health and Medical Planning and Preparedness Unit.
In 2008, Mr. Paz retired from public service and for the last 15 years has served as the senior operations manager for the Walt Disney Company’s Global Crisis Management Department. Mr. Paz led Disney’s enterprise emergency operations responding to Super Storm Sandy and was recognized for his leadership and partnership by NYC’s OEM. Mr. Paz went on to support Disney’s responses to Hurricanes Harvey, Irma, and Maria and the COVID-19 pandemic.

Catherine Robinson is the Emergency Manager for Lake Washington School District where she is part of a dynamic Risk & Safety Services team. She has developed programs and services to update the district’s schools and services including emergency notification systems, student reunification, hazard assessment, drill modernization & training, and Comprehensive Emergency Management Plans. She is the ECC Manager for the district’s COVID Emergency Coordination Center and leads their Positive Case Response Team.
Early in her career she trained in emergency medical response and later adventured into field biology in the western U.S. and South America. Always drawn to unpredictable environments with potential for chaos, she taught high school science and emergency response. As a contractor she worked with the City of Redmond to develop compliance and implementation strategies with RCW 3852.070 which requires all municipalities to provide translation of emergency preparedness and response messaging.
She is a volunteer with King County Search & Rescue and a Lead with Redmond Community Emergency Response Team (CERT). She developed and taught the CERT class at Redmond High School, teaching students to prepare and respond to disaster and empowering them to be leaders in emergency efforts. Catherine is dedicated to building a culture of resilience in her schools and community through active participation, education, and planning.
Jerry Shamburg

Jerry Shamburg has over 31 years of experience in the public and private sectors as a leader in crisis management, emergency response, planning and preparedness, and employee training.
Mr. Shamburg’s expertise is developing and conducting workshops and exercises to help evaluate or improve emergency plans. During his long career he has developed and conducted hundreds of emergency exercises with all levels of government and business ranging from small businesses to large global corporations. From the breakroom to the boardroom, his realistic and relevant scenarios have been used to validate or test their emergency plans.
As the Emergency Services Coordinator for Glendale, California, Mr. Shamburg was responsible for all city planning and managed the city’s Emergency Operations Center (EOC) during major emergencies. Mr. Shamburg also served on the Board of Directors for the Glendale, CA Chamber of Commerce, promoting preparedness and supporting small businesses with their planning and preparedness efforts.

Jenny Novak is an award winning, Certified Emergency Manager, specializing in disaster recovery, exercise development and higher education emergency management. In 2020, Jenny was selected as the first systemwide Director of Emergency Management and Continuity for the California State University system. Previously, she worked in response for the California Governor's Office of Emergency Services where she served as State Division Supervisor for Ventura County in support of two presidentially declared major disasters: the Thomas and Woolsey Fires. Over the past fifteen years, she has also served two municipalities and one county in the fields of emergency management and fire prevention.
Jenny’s academic background is in Hazards Geography. She earned a Bachelor’s Degree in Geography from Humboldt State University in 2007, studying earthquake and tsunami preparedness along the Cascadia Subduction Zone. Jenny went on to pursue graduate level disaster research at the University of Southern California, earning a Master of Arts Degree in Geography in 2012. She is also a 2022 graduate of the Naval Postgraduate School Center for Homeland Defense & Security’s Executive Leaders Program.
Jenny currently serves as Vice President of the California Emergency Services Association Southern Chapter. In 2016, Jenny was honored at the White House for her innovation in preparedness training development for higher education. She loves living in Long Beach, CA with her husband and two young daughters.
